Modesty ;; This is an up in the air kind of thing. He is either incredibly modest or just plays that up so Sherlock tells people what he really does on a regular basis. I mean, he tried playing his position off as a minor position in the Government and Sherlock shut that down by saying he was the Government. An example in how modesty isn't his strong suit, though, is how he has commented to Sherlock how they thought the younger Holmes brother was stupid. Until they met other children.
